What is normal living?

When living close together, the neighbor may sometimes announce his presence. The apartment complex accommodates different rhythms of life. Take your neighbors into account when you live and avoid unnecessary commotion, especially during times of silence. However, the normal sounds of life have to be tolerated from one side or the other.

Normal household noises include, for example:

• Sounds of strangers visiting
• The dog barks inside randomly
• Taking a shower even late at night
• Children’s games in the early morning
• Listening to music and playing instruments a few hours a day
• Television sounds are louder than normal, for example due to poor hearing

You don’t have to put up with your neighbor’s constant noise or otherwise disturbing life


If the disturbing activity is continuous and repeated, first contact the neighbor directly. Often, a simple conversation may be enough, as the neighbor may not understand that he is a disturbance. If the disturbing behavior continues despite everything, you should write down the dates and times together with a couple of neighbors, as well as what kind of disturbance it is. After this, you can make an official disturbance report to Porvoo Homes. Without a notification of disturbance, the case will not proceed to the hearing.

  • In a dangerous situation or if you suspect a crime, always call the emergency number 112. Please note that the police do not disclose information to the landlord, so we recommend that you also make a disturbance report about the situation.

  • If you are worried about your neighbor’s well-being, share your concerns with his relatives if possible. If necessary, report a concern to the welfare area.

  • If you are worried about your neighbor’s pet, for example if you hear a dog barking during the day, contact the neighbor first. If you suspect negligence, file an animal welfare report.

Report a disturbance

A disturbance report is a written notice of an activity disturbing residential peace, e.g. noise or disturbing smoking. It should accurately describe the quality, duration, time and location (from which apartment) of the disturbance, so that the matter can be addressed. The person making the report will not be revealed to the harasser, but he must be prepared to testify if necessary. In serious cases involving an immediate danger or a crime, the emergency number 112 must be called immediately. The notification must clearly state which apartment is causing the disturbance. The notice must contain a precise mention of the time of the disturbance (date and time) and a description of the quality of the disturbance – a mere reference to “frequently recurring disturbance” is not sufficient. The notification should also mention if the authorities have intervened in the case.
