How to apply as a tenant

Porvoon Kodit has over 2,300 rental flats available, of which approximately 350 become available for rent each year. The majority of these are reasonably priced, state-subsidised rental flats. In selecting tenants for these flats, the applicant’s housing need, income, and assets are taken into account. The selection process follows the guidelines provided in the State Subsidised Housing Construction Centre’s Resident Selection Guide.

All our rental flats are let as based on submitted housing applications. Once you have submitted your application, you are automatically included in the selection process for all flats that match your application. We aim to offer flats to applicants with the greatest need, prioritising those with the most urgent housing needs, lowest incomes, and the least assets.

Porvoon Kodit rental flats are always applied for via a housing application. The application is primarily submitted using the electronic form or, if necessary, a paper form. Complete your application carefully and describe your housing needs comprehensively. If you have several factors affecting your housing need, please include them all in your application.

We will check your credit information. By submitting an application, you agree to the processing of your information in accordance with the Porvoon Kodit data protection description. Please note that attachments are not submitted in advance with the housing application. Should we be able to offer you a flat, we will request the necessary attachments at the time of the offer.


The application is valid for three months. If you have completed the electronic housing application, you will have received instructions for the electronic service by email. If you need to extend the application period, you can conveniently update the validity of your application through the service. If necessary, you can also contact our customer service regarding this matter.

When you receive a housing offer

If Porvoon Kodit offers you a flat, you must send the attachments requested in the housing offer.

Therefore, please ensure that you have the necessary attachments available in case of a potential housing offer. The purpose of the attachments is to verify that the information provided in the application is correct, so the requested attachments may vary depending on the applicant.
 
Examples of required attachments

  • Certificates of applicants’ monthly income, e.g.

  • payslip

  • decision on daily allowance

  • decision on social assistance

  • pension decision

  • student certificate

  • most recent pre-filled tax declaration

  • statement of the current value of assets if you own or have owned a flat or property in the past five years

  • creditor’s certificate for any debts relating to such property

  • residence permit or registration certificate

and any other documents requested based on the application, if necessary.

Income limits applied in tenant selection

From the beginning of 2025, a one-person household selected for a state-subsidised rental flat may earn a maximum gross monthly income of €3,540. If the household includes more than one adult over the age of 18, the limit is increased by €2,480 for each additional adult. If the household includes children under 18, the maximum income limit is increased by €650 for the first child and €600 for each subsequent child.

Tenancy agreement

A written tenancy agreement is made well in advance of the moving date. The tenancy agreement can be signed electronically.

The rent must be paid no later than the 4th day of each month. The rent is paid according to the payment details provided to the tenant. At the start of the tenancy, the lessor charges the tenant a security deposit together with the first month’s rent. We accept a payment commitment or cash deposit from Kela or the city. The cash security must be provided before signing the tenancy agreement.

The tenant is obliged to make an official change of address notification to the Population Register Centre no later than one week after moving. The change of address must also be made for temporary stays lasting over three months.

Porvoon Kodit tenants do not need to submit a separate move-in notification, as the necessary information is obtained from the documents already provided by the tenant. Later, any move-ins or move-outs must always be reported to Porvoon Kodit’s customer service.

Each Porvoon Kodit property provides one storage unit per flat, as well as shared outdoor equipment storage area / storerooms. In most properties, residents can also book a paid sauna slot and a parking space.

To ensure smooth living in your new home, tenants are advised to familiarise themselves with the Porvoon Kodit house rules. By signing the tenancy agreement, the tenant agrees to comply with the house rules.
